Eligibility & Requirements

Eligibility Criteria

To qualify for the TBRA program, households must meet the following criteria:

  • Income Guidelines:
    Must meet specific income requirements (as defined by the program).
  • Self-Sufficiency:
    Must participate in a designated self-sufficiency program.
  • Residency:
    Must occupy the assisted property as their primary residence.
  • Legal Documentation:
    Must sign a formal lease agreement.

Housing Opportunities Programs

There are three types of Tenant-Based Rental Assistance: Regular Reservation, Persons with Disabilities, and Disaster Relief. All types are for people who are in need of long-term rental assistance. The regular reservation is for people who are able to work and can participate in the self-sufficiency portion of the program. Persons with Disabilities TBRA is for people with documented disabilities who are unable to participate in the self-sufficiency portion of the program. Disaster Relief is for people experiencing a natural disaster that has been declared by the Governor or President. 
This program is for people with disabilities that need modifications done to their homes.
This program is for people that need to convert a contract for deed into a traditional mortgage and can involve acquisition and/or refinancing.  
 
The Homeowner Reconstruction Assistance (HRA) program is funded through the U.S. Department of Housing and Urban Development’s (HUD) HOME Investment Partnerships Program (HOME Program or HOME). HRA funds organizations to provide the following services:
  1. Reconstruction of owner-occupied housing on the same site;
  2. New Construction of site-built housing on the same site to replace an existing owner-occupied Manufactured Housing Unit (MHU);
  3. Replacement and relocation of existing housing located in a floodplain to a new MHU or New Construction of housing on an alternative site; and
  4. New Construction or a new MHU to replace a housing unit that has become uninhabitable as a result of disaster or condemnation by local government.
The Homebuyer Assistance with New Construction (HANC) program is funded through the U.S. Department of Housing and Urban Development’s (HUD) HOME Investment Partnerships Program (HOME Program or HOME). HANC funds organizations to provide mortgage financing to low-income homebuyers for the following activities:
  1. Acquisition and New Construction of site-built housing;
  2. Acquisition and placement of a new Manufactured Housing Unit (MHU);
  3. Construction of Single Family Housing (including placement of an MHU) on a site already owned by the homebuyer.
Funds are provided to the homebuyer as a fixed-rate loan with a term of 15-30 years. Interest may be as low as zero percent.
